Look near the game clock and it shows you a timer type thing which has sunrise, morning, afternoon and night. Its right next to the clock interface.

Has to be raining/storming, then go to the beach across the small plank bridge. There will be an NPC that sells a pendant that you give to the girl that you want to have kids with.

It works like an engagement ring.
