Are all bachelor/ettes locked at 8 hearts until you give them a bouquet?

I gave Penny a bouquet because I plan to marry her, but everyone else (who isn't a regular townsperson) seems locked at 8 hearts no matter how much I give to them. Penny went up to 9 when I gave her a gift after the bouquet, so I'm assuming that the bachelor/ettes remain locked at 8 until you give them a bouquet...

Isn't that a little weird, though? Do I have to give every single one of them the "I <3 U" bouquet to get them past 8? 10 for the other townsfolk is just 'best friend', and I don't want to sell myself to everyone, here.

How do you craft a bouquete? Or do you mean just a single flower?

It seems that way, I was stuck with several marriage candidates at 8 hearts for over a month until I gave them both bouquets. I assume it's because at 10 hearts you get a romantic event.

This. They're locked at 8 so you don't get the romantic event. From what I know, It isnt necessary to raise all the bachelor/ettes to 10 for any of the achievements, so the only real reason to do so is to say 'Hey, All of em are max'

Neither. You buy it from Pierre. He'll let you know when he starts selling them. You need to get one of the marriables up to I think 6 or 8 hearts.
