What to say when we caught homeless guy Linus collecting wasted food?

1: Yes,it's disgusting

2: No. It's a shame for food to go to waste

3: Yes, it's illegal. That's George's private property.

4: No, but you should get a job and stop leeching off others.

I'm Chinese and I really need a native speaker here to help me out, 2 or 4, which is the correct answer that would not hurt Linus (that homeless guy living in a tent)'s feeling ? My friend and I bet on this.

Yeah, I'm pretty sure 'bout that. Thanks. Some words like "leeching off" can be really mean to a guy like Linus.
