When do you get the letter for the iridium rod? + Tackles?

Is it a certain date or do you have to have some kind of fishing level?
Also, I've read that you can get tackles for that rod. How are those aquired?
Do you buy them somewhere? Cause I haven't found someone who is selling those.

Crafted and bought after getting the iridium rod.

Once you reach a certain level I think lvl 5 or 6 fishing skill you get a message saying he has the Iridium rod in stock.

I think the price is 2,500 which is pricy early on the rod easily pays for itself within 1-2 days of fishing.

its fishing lvl 6, that gives you the recipie for a few tackles. you should then get a mail that willy will sell the fishing pole. go and buy it, its 7500
