But yeah it's possible that it is straight-up coded wrong. Wouldn't be too surprised if it used a seed that happened to be a little screwy based on timing or something.
Eh of course it could just be a crazy lucky run, but I'm a little skeptical of that. And it's worth drawing attention to, just in case. :)

There are two holes, both are semi-circles or something.
Pointer arrow is on the upper one, making green more favorable.
My friend and I were talking about this and we agree that the circle is NOT a shadow. Otherwise the arrow itself would also have a shadow.
In short, the guy running the fortune wheel is a cheating bastard. He looked fishy anyway.
I am thinking, from a story perspective, assuming this guy is a con man (penny said she won 10 times on the wheel, and was banned for it - so assuming it is rigged in favor of green), then how would the customers be manipulated to pick orange most of the time. Even if 50% of customers pick orange he makes a profit. One thing is needed: autumn. You are literally surrounded by orange/red colors and pumpkins and all sorts of stuff in those colors. So that is how he is implanting the seed into his customers to pick orange on his wheel. Totally legit fanboy way of saying "wheel working as intended" xD ;D
The game is 50/50 if your having a neutral day and do not eat any food that increases your luck. But there are 5 levels of luck you can have each day, the fortune teller will let you know. When you see her hold up the star then it is a very lucky day. If she holds up a red skull then is the a very unlucky day.
Also, if you have a rabbit's foot in your inventory then you get additional luck.

I bet on Green and often come out on top. But that is due to personal taste, not strategy, green is gorgeous and orange is ouch >.<

So not only is betting on green a likely win; it's actually possible to guarantee a massive payout -- simply bet enough each time that you can afford to make it back with a bet of twice as much next time. So if you have 300 star tokens, bet 50 the first time around; if you win then start again at 50 but if you lose your next bet goes up to 100 (that way, you didn't "miss" a round when you lost). If you lose the second time, throw everything you have on green -- bet your house, your wife, your soul, all of it. The wheel is guaranteed to come up green if the preceeding two spins came up orange, so that third spin is just a big pile of free money waiting for someone to claim it.
There's seemingly no limit to the number of times in a row that green can come up; it's only orange which is rigged that way.
