I only crafted iron fences thus far, and I remember that I could break them down and place them on a new tile at least one time. If I tried to break it down two times then it would just break completely and I could not use it.
I'm assuming that if you're using wood or stone the fence might just break because the iron fences say that they are more durable.
If you try to move a fence that has been in the elements long enough to wear at all, it just breaks.
In my experience, moving the fences around on the same day as their first placement, you can pick them up as much as you want.
It's possible the higher-tier fences wear slowly enough you can accomplish this past day one, but I've only worked with stone so far.
Basically, it's not a bad idea to assume any fence that has been placed longer than a day is going to be a write-off if you go to move it, and also to make sure you are happy with new fence placement before sleeping.
