Your goal is to keep the green bar behind the fish icon that will move up and down, until the bar on the right reaches the top. The bar on the right will fill when the green bar is behind the fish and fall when it's not.
Pressing and holding X will cause the green bar to move up, while releasing it will cause the bar to fall. By repeatedly tapping the X button, you can make the green bar basically stay in place, or move up/down slowly by varying the speed you tap.
I found it a bit tricky at first, but as your fishing skill increases and you get better rods, the fishing minigame will become easier! I actually quite like it now.

Fwiw, I find the fishing a better challenge than the "hit a button fast!" styles of most HM games.
