Watering Can upgrade in early game before you unlock quality sprinkler is really great as you can water down upto 5 tile in front of you at steel upgrade , i find that steel can is sufficient as the quality sprinkler make the can kinda obselete, but handy in some cases
As for Axe, i dont see any noticable difference

Yes and they require steel. There's also an area on the map that's blocked by one of those logs and there's a fishing pond and respawning tree stumps inside there. So it's worth it to at least get to steel.
All of the tools are worth upgrading. They save energy if nothing else.
Stumps (after chopping trees) went from 5 to four.
