It is starting to get frustrating actually...
I suspect that it could be there are finite forage items that generate and potentially they are spawning someplace that is out of the way or inaccessible/not readily traveled to and that is keeping it from spawning elsewhere.
If you get a Leek, Horseradish, Dandelion, and Daisy, you can fill the first Collection set and get 30 seeds straight up to grow your own. They are random-grow seeds, but with 30 you should get enough to craft enough seeds yourself for next year. Less scavenging that way.
What you should NOT do is sell off a crop of wild-type plants without making sure you replaced your seed stock.
yeah, you should get them as fast as you can, they last for about 3 days I guess
