You will get more quests as the game progresses, however. Most quests will grant you a certain amount of gold upon completion whereas others may grant other rewards or branch off into other quests.
As for the quest at the start telling you to meet 28 people, there are only 28 people in the town when you move in meaning you pretty much have to talk to everyone at least once. It's the game's way of telling you to introduce yourself to the townsfolk. But for the most part, how you progress in this game is entirely up to you.
Is a cozy game who whant to calm down while take care of your piece of land, maybe marry with someone or be a friend with a monster.
What do you want? Run, do a 360 flip headshot and kill everyone? Stardew Valley is not a name for a shooter or rogue like.

No I want a clear gameplay loop, with fun gameplay like oxygon not included, or against the storm, is this rather a sandbox?
There is no "Sandbox" or "Creative" mode of any sort in this game, but you do get a lot of the same level of freedom a game like Minecraft or Terraria provides you with where there's still a progression structure of sorts - you can upgrade your tools, expand your house, explore deep into the mines, repair various things in town as well as getting married and having your own children in your farm house; but it's entirely dependent on you as to how much you want to do in the game and how you go about doing it.
Mainly that the game doesn't want to overwhelm new player with content.
First week of you will be limited, but after that I think some restrictions will be lifted.
Once you finish the 'talk to everyone' quest you'll get the next step. Features will unlock as you complete the steps (or time passes), from fishing to combat.
-Farm to make money
-Own and take care of animals to make money
-Use said money to decorate and upgrade (up to 3 times) your house and build various other facilities like silos, mills, coops, sheds, among other things.
-Fight monsters in the mines, get ores to upgrade your tools
-Make friends, date, marry and eventually have a family with your chosen partner
-Explore another mine that you will eventually unlock that's outside of Pelican Town
-Explore the world, collect, scavenge and otherwise gather things which you can then use at the town hall to complete bundles which give you rewards and slowly upgrades the hall (or you could be an evil bastard and go with Jojo Corp instead of the town)
-Find artifacts for the Museum and earn rewards from decorations to crops and I believe some other things
-Level up your different skills to unlock a choice between 2 perks at level 5 and 10 for each skill (Combat, Fishing, Farming, etc)
-Secrets to find, such as a certain weapon which I will not spoil.
-Unlock and gather Starfruits which will increase your overall Energy so you're not exhausted after swinging your tools 5 times.
There's lots to do, find, gather, and explore. It's not linear so you can do (almost) anything at anytime and focus on the parts you enjoy, if you don't want to enjoy the game as a whole.
Edit: And when I say you can do "(almost) anything" it's because some things are time gated, like you won't be able to go into the mines until after several days have passed. That kind of stuff. But outside of that you can basically do what you want when you want.
TBF with bosses in that game it kinda does have a path to follow
Get copper/iron/whatever armor and weapons and tools so you can then fight bosses (A, B, C, D, etc.) So you can then unlock hard mode and then get even stronger armor, weapons, accessories, so you can then fight even stronger bosses (E, F, G, etc.)
