Or it could be that you haven't found all friend-able NPCs.
To my surprise he has been receiving the Steam achievements when they were completed while the mods were active. I intentionally kept an eye on them to see how what will happen.
The mods that we have installed are not affecting the achievements. They are just quality of life mods from Nexus mods/Vortex like:
*Better ranching
*Experience bars
*NPC map locations
So you are able to play the game on PC with, at the very least, some mods that will not affect the achievements.
On the topic of why they are not working for you I do not know what to say unfortunately.
The only thing I can recommend is to raise a ticket with both Steam and the Stardew Valley developer and explain your issue. It might be an annoying bug that hopefully will get fixed either intentionally or by accident at the next patch release.
This is not the case.
You can get Steam achievements while playing with mods but since you are loading your game with Smapi you need to load Smapi trough Steam.

I looked at the article and neither me or my friend have done anything of the sort.
And I can 100% confirm that it does work. I do not know why, but it does.
We installed all the respective mentioned mods through Vortex and we just launch Steam and Vortex. And then just start the game from Vortex. That is it. No copying of code or launching through the Steam app. Just have both applications open and just start the game from Vortex. That is it.
Heck, I have seen the live notifications of my friend getting the achievements as he was getting them in the middle of our sessions on his Steam profile.
The only reason why I have mentioned this is because I know 100% that it is possible. I do not know how or why it works. But I do know from playing Stellaris, that depending on the changes made to the game some mods are Achievement compatible.
Maybe we just got lucky and just picked some mods that are simple enough that still allow achievements. I do not know. But it does work.
But they do work in our instance.
