Do you mean something like ... an order from Lewis to ship 100 Wheat by <date>? Or something of that nature?
If you don't complete those orders, then they fail. There will be other similar orders in the future, that that particular one might not be seen again.
If you mean something else, you'll have to elaborate.
I mean like the one when from the Wizard you get recipes, or when you can get from Robin the Double Deluxe Bed and that quest won`t show again after you complete or fail. (Says the wiki) But if I don`t begin absolutely any of the quest until 2. year Fall, what will happen to these quest? Will I see again those Special Order again if I didn`t start any?

The wiki says on the page for Quests: "The table below states whether special orders are repeatable after having been successfully completed. All special orders will show up again if attempted and failed."
So definitely yes. Quests will show up again if they have not been successfully completed. I've definitely had that happen to me, where I failed an unrepeatable quest, and it came up again later for me to retry.
There is no telling how soon it will come up again though. There are a lot of quests, and you only get a choice of two per week, so it could take a year before you get one again. Some quests can only trigger at certain times, like Crop Orders that have to happen early in the season so you'd have enough time to grow the crop.
