Can't catch the Legend fish at the mountain lake

Can someone explain to me why I haven't encountered the stupid legendary fish in spring? My fishing is at level 10, I have the iridium rod with bait and a trap bobber and I'm doing it while it is raining. I'm aware that it is a 10% chance to encounter, but so far it feels like the fish is being a literal ghostfish. One more thing, I don't have the curiosity lure or magic bait quite yet since I am on year 2.

I usually just walk along the bottom of map and fish to the right. Also, I'm not entirely sure it actually is any time of day. I've noticed while using mods that show fish in the water and a list of possible catches that he disappears from both sometime at night. Modded or not, I've always caught him during the day. Still a very shallow sample size. So don't take the sus as anymore than probability doing its thing.

Fish near the log at the bottom of the lake. I always stand on the island above it and cast down. I've had times when I was lucky to get 2 or 3 bites in an entire day, which is annoying since seafoam pudding doesn't last long.
