I don't usually speak so definitively about a project I'm not directly involved in, but there's quite a bit of history backing up that statement.
Concerned Ape contracted Chucklefish to handle the multiplayer segment while he worked on the content of the game, and it was apparently a rough battle to get Chucklefish to fully deliver their part (even when it was majorly delayed), and they have basically gone their separate ways.
Cross-platform, as I understand it, is usually built-in from the beginning for multiplayer (though there have been exceptions of course), and requires a lot of work and post-support to swap to such a thing, and that's almost too much to ask for any indie developer. On top of that, Mr Ape is working on his new game right now PLUS the new update for Stardew.
Pretty sure his hands are tied atm sorry :/
