I found them both while digging on the Bus Stop screen. But I have also found them in fishing chests at the ocean and river south of the farm.
Also... Mackenzie is quite correct -- all artifacts have a 1-4% chance to be found when you dig worms or get a fishing treasure. The are very rare.
The Rare Disc is an all around Mines item, meaning you can get it in multiple ways: killing monsters (Shadow Brute - the shadow-looking things, and Void Spirits - the ones wearing a mask), hoeing dirt, and breaking barrels. Since the appropriate monsters start spawning at level 81, the best strategy is to go to mines level 80 and then comb all levels from there. Hoeing dirt is probably the most efficient way of gaining artifacts as other artifacts may drop from this method (including the two rare dolls).
The Chipped Amphora can only be found from worms in Town. In response to Kohmei's post above: Do not waste your time with luck and rain inducing items. Luck does NOT affect the percentage of artifacts dropping from hoeing worm-tiles. Additionally, it has not been confirmed that rain affects the worm-tile spawn-rate, even though it would seem logical. The Wiki mentions nothing of this and has a lot of information that is drawn from the code - it is likely that since there is no such information, rain has no effect on worm-tile spawn-rate. The only confirmed trick to getting the Chipped Amphora is to comb the Town area for worms during Winter, where the worm-tile spawn area is enlarged. Despite Winter foraging items dropping from the worm-tiles, the artifact drop-rate persists giving you a lot more chances than any other season to get your artifacts.
If you are having trouble getting some of the artifacts, you might want to give fishing with a Treasure Hunter tackle a try. Treasure Chests hold some unique artifacts, while having a low drop-rate for many of the artifacts in general.
I found both strange dolls digging up floors 90-93 in the mines.
I'm still looking for the Amphora myself, so just wanted to give folks information who were looking for it.
I've also been a little curious how Artifact Troves work. Mainly in regards to if you need to have already gotten the Artifact to get it through an Artifact Trove. I've opened probably 75 Artifact Troves and still haven't seen the Amphora so I have to lean towards no. If yes, it would almost seem easier to just make Skull Cavern runs over and over, stock pile Omni Geodes, trade them all in for Troves, and then open them.
