Weird green creature in the ocean

so in the morning time I was fishing right in front of Willy's shop, and I saw a green thing pop up in the water right next to my fishing bobber, and it float away, I think I saw a pair of eyes on it? Have anyone seen it before?
Is it kappa like the harvest moon one? But kappas don't live in ocean, or is it a Cthulhu, or a green fishman, or is it just a green fish with big eyes, but I thought fish is not supposed to appeared in the water like the ones in animal crossing, so now I'm confused.

as of now it is just an aesthetic sea monster... who knows if it will play more of a role later in the game...

I mean I thought it was a cool monster, like Cthulhu or sea dragon or something, turn out its just a merman, and by the look of it it's quite ugly, I was hoping the mermaid or merman character is more human like, like the mermaid in harvest moon.
