Talk to them then gift them daily. Max two gifts per villager per week.

To add to the previous comment, not all gifts are created equally and some villagers may even dislike a particular gift. As you talk to people and get closer to them, they'll start to offer hints or suggestions on what kind of gifts they or other villagers might like.

Gifting is specially efective on birthdays, so be sure to check the dates on the calendar at the front of Pierre's.
