Report a translation problem
Fixing it will likely require a quick edit to your save file, but I'm not sure what the event ID number is.
Edit: As far as I know, nobody's compiled a list of event IDs yet, and there are 77 event IDs on my list, so it may take me a little while to find the correct one through process of elimination.
I created a backup of my existing save file and manually deleted all of my seen event IDs, taking note of each event ID that was triggered in the inevitable resulting barrage of cutscenes. However, the bouncer NPC is absent in my version of the game, even though the cutscene for his removal hasn't yet been triggered.
This means that his appearance state must be based on some variable other than a corresponding event ID. It might be stored somewhere in the NPC variables. I'll do some more poking around and check back in.
I compared my existing save state with the one without event listings and a brand new game and discovered that the event in question removes the Bouncer from the save's list of NPCs entirely. After combing through the rest of the save data, I'm not seeing any other variables that look relevant, so it would seem that triggering whatever the event ID is removes the NPC at the end of the cutscene. So either the event ID has been added to your save file and the cutscene was never triggered (this is a fairly common bug right now affecting other cutscenes, though it's usually because two or more scenes "collide"), or you're missing a prerequisite somewhere.

Even if the Bouncer has already been removed (which shouldn't be the case, since he's blocking your entry), you should definitely be seeing entries for NPCs, and the <NPC> node itself.
To clarify, have you tried searching upwards/downwards? They should be listed near the end of the document. You can't search for the giant wall of text that I posted as an example, because if any of the individual elements for that NPC are different, it will fail to find results. Instead, you'd have to search under the name "Bouncer".
How fix?
You go to setting in game and zoom out until you see NPC full body.
You can talk with NPC, show your club card and go inside.
This thread is four months old and I haven't touched the game since then, so I have no idea how any of the variables may have changed. And quite frankly, I have no idea what kind of problem you're having since you didn't describe it.
If you're having the "bouncer won't accept my card" problem, then try following the steps I tested above. Even just glancing at the top of your wall of text shows you obviously have an entry for the bouncer NPC...
