Trout soup

Does eating trout soup improve my fishing skill or just improve my luck when fishing. I'm one of those who can't get the hang of fishing, I'm on level 0. So if I keep eating trout soup will it bump me up a level or 2?

Improves your fishing level by the amount that it says. Fishing level will slightly improve bite rate and chance for better fish to be caught on the line, but most importantly while playing the fishing mini-game during a catch, your fishing bar's size is directly affected by your total fishing level including food buff bonuses.

Trout soup buffs fishing by +1 for about 5 hours (in-game).

Also you can only consume from one source at a time. You can combined multiple fishing boost foods, but you can't eat more than one trout soup and expect more fishing level gains. You'll only reset the timer the buff has to remain active for by eating another.
