Flower Bouquet allows you to get more than 8 hearts with the marriageable villagers.
Flowers found in the wilderness or bought from shops, foraged etc etc can in fact raise relationships at any point with any villager that doesn't dislike or hate them as gifts.
For what it's worth, 1 heart does not equate to 1 gift. 1 heart is 250 points of affection and a gift will not even provide half of that no matter how much they love the gift. The only exception to this is gifting them on their birthday with their love gifts and that will raise affection by a whopping 2.5 hearts.
For Penny, it depends. Poppies are probably easiest to get, but they're summer stuff. If you have the bus repaired, Sandfish is less season dependent. Saving up some Emeralds while mining works well too.
