As for the bite raise, I don't see much difference as I use baits most of the time and they're pretty fast to bite.
Maybe an earlier version?
I often get 'New Record' on a Perfect catch, so I think it gives you a large fish, and thus a higher star rating.
For the Perfect (as in, keeping the fish in the green bar), since it gives you extra points on the Fall Festival thing they have, I think that it probably increases the number of experience points you get. I've never noticed an increase in quality of fish.
How do people find these old threads to bump like this?
The base quality of a fish depends on how far away from land you reached with your bobber. Getting a Perfect catch will increase the quality of the fish (so Silver -> Gold, Gold -> Iridium).
With a high enough fishing level, and in the right spots, you will ONLY ever catch Gold quality fish, which become iridium with a Perfect catch. This mechanic was added in the 1.4 update, prior to which iridium fish didn't exist at all.
