Cauliflower seeds didn't grow into cauliflowers
I planted 20 cauliflower seeds but I ended up with a bunch of leeks, dandilions, daffodils and wild horseradish...

Are you sure you didnt plant the spring random seeds you get? Because thats what grows out of those.

Yes, I am 100% sure I bought cauliflower seeds because I specifically got all the crops for the Town Hall.

Sounds to me like you planted Wild Seeds (Sp).

In this case it's a bug, a very weird one, and it would be nice if you reported on the official chucklefish forums.

The Spring Wild Seeds has a pretty similar color package, although of course the pic. graphic is different. It wouldn't be that hard to mix them up, however, if you had both in your task bar while planting. Also, if you're using the mouse wheel to change hotbar items (vs. the KB keys) it can be very easy to overshoot the one you wanted, without realizing it. I've done that many times, thinking I'd wheeled over to the axe and then suddenly I'm trying to chop a tree with my hoe. lol.

That said ... if you really believe you planted cauli. and got Spring seed results, not much anyone can do for you/about it. Just post/note it in the bug forum.

I didn't buy both so no chance of me picking the wrong thing in the item bar and I paid close attention to buying the specific things I needed to progress the town hall.

You can't buy wild spring seeds from the shop, I think. At least not in the early-mid game, dunno about "end game". They're usually rewards (one of the bundles gives you 20, I think) or you can make them yourself.

You would have gotten them from a bundle in the community center or had to craft them, you cant buy the wild seeds. either way if you say you planted cauli, we should take your word for it. Post this to the real forums, and the bug report forum on steam. Someone will take a look.

Unless you obtain them randomly through the travelling salescart or through digging them up via foraging, the Spring foraging bundle reward and crafting them yourself are the only ways you obtain them through normal gameplay.

Honestly, it sounds like human error and you planted the wrong seeds. Which... hey, it happens. If it's genuinely a bug, there's not really anything we can do about it and you should report it. But honestly, I've never seen or heard of this happening to anyone else and it sounds like it's not reproducable, so it will probably be a pretty low-priority item for fixing.

I hadn't completed any of the tasks in the community center yet so I didn't get the reward.

I'd strongly recommend mentioning this (and that you haven't crafted any wild seeds) in any bug report you make. It will probably go a long way towards helping them track down the issue.

As a programmer, one of the biggest issues with trying to find and eliminate bugs like these is that they tend to be side effects from unintended interactions that happen seemingly at random. Unless CA is able to consistently reproduce the issue by following a method, it will probably require combing over every line that touches the part of the code where the player interacts with planting seeds.
