On a serious not, yes, legendary fish are superhard even with level 10 and even with trap bobber. Do savescum so you don't lose days on one of those but just 1.
Next legendary I hunted I prepared properly and failed miserably.
My guess it is also a bit of luck on the fish jumping up and down the bar *shrug* (unless the mutant carp is considerably easier than the rest, then my comment is useless :D)
That's what I just had without the luck bonus and grabbed the glacier fish and mutant carp with no trouble. It's supposed to be hard, and lots of people are still succeeding at it, so if you keep failing, perhaps you need to keep trying and be more patient.
