Some SDV players managed to get the modmanager to work with SMAPI. SMAPI is the modding API you need to run mods for SDV. Without SMAPI, no mods. Simple.

If you wanna mod, you have to either "dirty mod" with changing .xnb files which be very messy, or you can mod by using SMAPI which is a third party app.
I've never seen a steam workshop that requires the installation of a 3rd party program to get mods to work in the first place.
I used vortex to install stardew mods and it worked fine. It's possible you might need to install smapi manually, I already had it so I'm not sure. Everything went smoothly though.
