Statue of Perfection

When you are able to get the statue do you have to get it in year three or can you get it any time after that once you have all the things done.

You have to get it year three because the evaluation happens year three, day one.

The evaluation will always happen on the dawn of the 3rd year. You get the statue by talking to grandpas grave after 4 candles have been lit and you've no statue in either your inventory or placed down somewhere. There's no timelimit to retreive the statue and if you for whatever reason loose the statue (or it just laying on the floor without you picking it up), then you can get a new one by talking to the grave again.

If you've not got all 4 candles lit after the evaluation, then you can put a diamond into the grave and you'll get re-evaluated the next morning (obviously make sure to get more points the next day^^)
