The above thread is a couple years old, but the answer contained therein hasn't changed. ;)
The more people request for a feature the more likely it is it gets implemented (Depending on the developer of course)
Swamping the forums with the same topic over and over is not going to result in anything getting implemented unfortunately and especially not in this case since the dev is never here. There is a search function which would have shown that this particular topic has been covered immensely already. You will have better luck reaching out to him on twitter or on the official Stardew Valley forums. As things are now it is very unlikely to happen given the low interest among many of the popular and established modders.
Yeah but that's not really a good argument to be honest, or at least it doesn't take into consideration the amount of exposure it gives to modding the addition of Workshop.
Terraria for example saw an increase in the amount of mods and exposure thanks to Steam Workshop, Calamity mod reaching 2.5+ million downloads a couple days ago to name a specific mod.
In the long run providing players and modders another alternative to get/submit mods is always a good thing that benefits everyone.
Source? As far as I know the workshop for Terraria was overly seen as "a bit too late" by a large part of the community. You still need TMod if you want the more heavy game changing mods for Terraria while the SW mostly provides texture packs.

If you look online overall consensus is that it was a good addition. It's never too late, and in fact it's been 2 years since workshop support was added to Terraria, sure it was a bit "late" but worse than being late is never delivering.
When it comes to users uploading content created by another user on Steam then Steam takes actions when reported and take care of things, If you are talking about all the paid mods fiasco that was doomed to fail due to lack of support from the users.
I haven't really questioned that the amount of downloads could increase but I can also see the other aspects involved and why it isn't just something you just go ahead and "do". In that regard I think the developer for this game shows a great deal of care and respect towards the artists. Only time will tell if it will happen. I just wouldn't get my hopes up.
Unfortunately that is simply not true and this has been an issue for a very very long time. Steam does not take appropriate action even though reporting. They might do so from time to time, but it has gotten to a point where many have stopped uploading creative works here (even for this game) because of how ineffective the report system is here.
