I am wanting the coffee machine so I went to accept the quest on Spring 2nd year 4 and it was Robins Resource Rush and Bug Guts Wanted. When can I do the other quest?

It's just a matter of luck. I don't know if you can get the quest the following week or not; it might be possible, and you could still complete it if you forage daily, hopefully. Otherwise...well, gotta wait a year.

if I needed to find 10 leeks, I'd make a crop of spring forage seeds.

The special orders board updates as soon as the deadline for the longest lived request expires. Most of them are like 7-10 game-days, but there's one or two that are longer.

no, the special board updates every monday. regardless of previous quests.

Yup, its very annoying, I am in year 4 and still waiting, as others have probably already mentioned, can only get it in spring, any monday, leaving you 28 21 14 or 7 days to complete.
I have hadit once with 7 days to complete, and again as stated above its still possible but you would not to grow spring seeds and possibly use quick fertilisers on them depending how many spring seeds you plant
