The sub-title for "Event/Cutscene never happening" Should also work for this.
There's also certain cutscenes where you'r encourated to "take sides" with one character or other in a conflict. Do your hearts with the losing party drop if you side agaisnt them when you're invariably dragged into the middle of it?
Choices you make in heart events do effect friendship level with that person. It's all documented on the Stardew Wiki.

Eight Hearts:
• "I'd love to!" +10 friendship points.
• "Sure." no change in friendship points.
• "No... I can't stand kids." -1500 friendship points.
I only ever deleted all the events for my own NEWGAME+ mode hehe.

I've always been able to find the descriptions of the dialogue in the heart events, but it wasn't until you showed me Penny's that I got numerical stats about relationship level outcomes (haven't really been after Penny, so I haven't researched her much; I tend to just dump whatever universal like item I have on me on her if I see her in passing).
As for the non-weddable villagers, even the full list of heart event descriptions aren't always there. :(
