Unfinished Bridge South West of the farm...?

I looked as far as 50 pages for someone maybe having an answer to this one already. I also looked on the Wikia to see if there was any info into it. Is this bridge/ledge area an unfinished area for future expansion or something i had to unlock with the squishies/joja or w/e.
Here is a picture if anyone doesnt know what im talking about or im not explaing my self right.

That is the bridge used during the flower dance in Spring, it is the only time it is open or used.
