How do I get level 10 on fishing?
I keep catching fish and selling them but I still can't get to level 10. What is missing?

Level 9 to level 10 in the skills is a huge jump of EXP, keep at it and you should level up eventually. Roughly 400 fish from 9 to 10.

The more difficult the fish is to catch and the higher its quality the more exp it's worth, getting a perfect catch adds bonus exp, reeling in a treasure with the fish adds bonus exp. Collect enough wood to repair the bridge to the eastern portion of the beach and fish from the pier there, if you're at or near a max cast you'll get gold star fish every time, which means you'll level up faster. Also try to fish at times when things like octopi, squid, super cucumbers, and puffer fish can bite since they're all more difficult to catch, which will not only level up your skill, it's also good practice at reeling them in, which will honestly help you more than that last level will.

I got lvl 10 in 2 years fishing dayly with 20 lobster pots. Takes a quite a bit of time.

heh, I think I'm usually max fishing by early summer first year.

You get your rod 2nd day, and cannot go to the mines for like 3-4 days afterwards. By the time the mine opens, I'm usualy level 4-5 in fishing, with a few fish to eat when exploring the mines.

Fishing is one of the few energy positive things in game. When low on energy, go fish. eat what you need to keep fishing, but you'l gain more energy than you lose.
