Dark Hearts?
So I just recently checked my relationship levels with people (trying to romance Penny) and I noticed that the last two hearts on her are dark. I noticed this on pretty much all the elligables. I'm currently at 7 hearts. Does this mean that I won't be able to marry Penny or is this a little 'in game' tip to tell me that I'll need the bouquet at the store to get this character?

It's the latter, part of the 1.07 patch.

you have to buy a bouquet from the seed store and when you give it to someone with i believe 8 hearts the last 2 will unlock and you can progress your love further

All the "elligables" will go to 8 hearts.
Give them a bouquet and you'll be able to access the last two hearts.
Marry them and you'll be able to access 12 hearts and the "invisible" 13th heart.
