The easiest villager to do this with is Leah, since you can buy Salads (one of her loved gifts) at Gus' Pub for 220 gold (easy to obtain if you fish, since you can get 2,000 gold a day at the lake with just level 1 fishing, and can get level 10 fishing in 7-9 days there and move to Catfish during the rain in the River to increase income to 10,000 a day). Of course you also want to unlock mine level 120 ASAP (around day 20 of Spring 1 Year 1) to open up access to high income from mining (20,000 ish a day if you get lucky).
For Haley, you need some RNG with the traveling vendor on Fridays/Sundays, northeast of Wizards tower since you can give her a birthday present using her favorite items (Coconut/Sunflower) which is worth an instant 3 hearts, making it quite easy to get to 4 by the time of the flower dance.
It's difficult, but possible, to get a dance partner at the first-year Flower Dance. Haley is the easiest to accomplish this with, because she is the only single character with a birthday before the Flower Dance. If you give her two flowers each week (and another on her birthday), and talk to her regularly, you shouldn't have a problem getting her up to 4 Hearts before the festival.
The others are more difficult, but doable with a lot of work. Due to the lack of birthdays, you really need to be giving them Loved gifts, which are harder to come by early on. Leah is one of the easier options because she loves Salads, which you can buy from Gus at the Saloon. Again, doable, but it'll be a more pricey route to take. Since, you know, buying salads.
You gift people things by just holding the thing in your inventory and talking to them. So if you want to give Haley a daffodil, you select the daffodil in your inventory (so you're carrying it over your head, the normal way one transports daffodils), then walk up and throw it at her. Such is the Pelican Town mating ritual.
The wiki has more detailed information on building up hearts[stardewvalleywiki.com], but the gift of it is "Talk to them regularly and give them gifts."
Okay, I will try talking to the vendor. I don't think I will be able to get them to the flower dance on time as I am at day 5-6 but I will try. I guess it's not that important is it?
You have time, as Landwalker04 said, as long as you're gifting Haley/Leah Daffodils (2 X Daffodils + talking to Haley/Leah each time you gift them something is worth 130 Heart Points). My Salad/Traveling Vendor Way is more of a fail-safe 4 hearts method for the 2 Villagers. The Week refreshes every 7 Days, and you're allowed to give 2 Gifts per Villager every 7 Days (So your new Week Begins on your First Sunday).
(A "Liked" gift on a birthday is good for an automatic 1.44 hearts, approximately, so it's a great boost.)
Edit: Haley is also easier to consistently find than Leah is, especially earlier in the game before you get Leah up to 2 Hearts so you can just barge into her house whenever you want.
