Pretty sure the hay won't be used tell the animals actually eat it.

They only eat the Hay in the trough at night if they haven't eaten grass outside. I've gone entire seasons with my silo's at 480/480 because my animals were outside daily eating.

How is it wasting your hay? If the animals don't eat hay it won't put new hay there an the one not eaten won't disappear from one day to the other, the same piece of hay can stay there forever, it's not wasting anything at all.

Animals eat at a set time when it comes to the indoor feed I believe. As long as they've eaten outside first they shouldn't eat any hay indoors.

Hell there's no penalty to leaving the barn doors open except for goats who apparently get depressed by seeing opened doors.

AFAIK hay isnt gonna be wasted, as long as ur animals doesnt eat it, its not going to disappear and uses hay anymore, so it just stay there

Hay placed in the feed trough will remain until eaten, so at most you only lose 4 hay per building. You're not even losing it then, as animals will not leave their coops/barns in the rain and will need to eat hay for that day, so it will always get used at some point.

In short, there's no need to disable as you're not losing anything.
