Basically, when you buff fishing beyond 10, you still get a tangible benefit. Buffing Farming beyond 10 actually gives you more gold quality crops if you eat the food before harvesting, but it does not increase profiency with farming related tools as far as a I can tell. What I mean by that is it still costs 9 stamina to use an iridium watering can whether you be at lvl 10 or 13 in farming. So my conclusion is buffing Farming to 13 does not give you a watering can profiency of 13. I'm not sure how the Farming skill effects animals, so I won't even go into that.
Buffing the Mining skill does nothing beyond 10 as far as I can tell. But then again I have an iridium pickake, so I can't really tell whether increasing the skill to 13 increases pickaxe damage. I know leveling up to either Mining 8 or 9 increased damage I did to some ores so they took one less hit to break when I was using a gold pickaxe. But I'm not sure whether that increase to ore damage is under pickaxe profiency or just the Mining skill in general.
