What actually sucks is not with the non-single NPCs, but the weddable NPCs. You can hit ten hearts with every single person. The single characters, though ... unless you give them the bouqet, they never go past 8 stars.
Keep in mine, I think ConcernedApe's idea with that is that you can easily be friends with a single, available person without being a romantic interest, and 8 hearts is a pretty "high" friendship level compared to some of the people that completely IGNORE the social aspects of the game (there are a ton of people that seem to not give a ♥♥♥♥ about the villagers, and leave people at 0-2 hearts at like year 2 of gameplay, which I don't understand) ... I still wish I could hit that 10 heart level with someone without giving them the impression that we're an item.
Yes, they're digitial little fictional characters, but hell, I'm playing a hybrid roleplaying game. I'm playing the role. I wouldn't do that in real life. I'd want to get to know someone closely, but not break hearts.
Bottom line -- you can hit ten hearts with everyone, and still take the spouse of your choice. You're just not going to be able to be a good friend to everyone in town without tricking 7 people into believing you were ever "interested" in them in the process.
