OP, post your damn specs.
List everything you've tried so that the people here don't suggest them again.
Compatibility modes, Run as Admin, Safe mode, etc.
Also, when you uninstalled .NET 4.0 did you do it from add/remove, or did you use Microsoft's .NET Framework cleanup tool?
Doesn't really matter, but he asked for help with the Steam copy of the game, he couldn't get it to work, so he refunded it and dl'd a pirated copy. He never asked for help with his pirated game, that one worked perfect.

Everyone saying I couldn't solve the framework issues or XNA issues were wrong. After finding out the pirated version ran fine, I made a Steam refund, got the GoG version, and alls well.
I can't quite be stupid if not one person who commented other than myself actually helped solve the problem.
My problem was that it acted as if some of my hardware or driver was broken, but only happend to steamgames. (The game started in a at first grey, then black window, the menusound played just normally but it stayed black.) The second day after it started I just deleted this file as a last try to maybe get it running, and it helped.
So just try to delete this startup_preferences data (single file) in %appdata% or roaming.
So I just wrote this as soon as I read the question/problem and continue here after reading all 3 pages.
I am no expert in those things, which is why I dont know whether that could solve your problem or not. I don't know how the game itself acts (without steam) when you start it. If it checks just the same way everytime it's started.
The specs should be no problem. I'm actually playing it from a aspire one which has a 1ghz dualcore (it says it boosts up to 1,3ghz), a grafic chip I cant even get new drivers for (using amd autodetect - amd radeon hd 7290) and 2gb Ram while it has win 10 64bit installed. (Before it was tortured with win 8...actually runs smoother with 10.) And while I was looking for this old? bug and feedback form to just try and tell concernedape about even being able to catch "Legend" with this low specs, which could end up in the minimum specs being lowered. (In the energyoptions I chose best performance.)
1-1,3 ghz dual core, 2 gb ram are fine. Though it needs longer to load the savegame.
If the OP's specs are lower, it could be a problem. But since the game itself works, the problem is somewhere else.
