To befriend the dwarf do i need to have the translation?

You can befriend him if you give him a gift that he love (ie. topaz).
But of course, you won't be able to understand what he says to you until you have the translation.

Note: giving him a gift he loves, even when you can understand him, doesn't raise your relationship level by all that much

On any NPC's birthday, giving them a Loved gift will usually increase friendship by 2 hearts (1 heart if you dont have a few friendship points already racked up) since there is a multiplyer of i believe x8 on gifts? too lazy to look at the wiki right now

yeah that was why i was surprised the dwarf remained at no hearts, thanks!

I could not understand the dwarf, gave him gifts often (Including ruby) the relationship never gained a single heart and he never moved up from the bottom of the relationship list.

Honestly, part of the fun of developing an NPC relationship in game (at least for me) is reading the dialogue that results as you win them over. That's part of your game reward.

Until I can understand what he says, I don't see the point of working at it. It kind of sucks how very random artifact collection can be, though I've been one scroll shy for a long, long time. :'(
