Bait, yeah, the default is the cheapest and easiest. I use the deluxe bait only for my crab pots.
Magnet increases the hit rate, yeah, but it's no help with treasure hunting.
Trapped bobber slows up the loss of progress, it's better for hard fish I think.
I can't quite see the up-side for the dressed spinner though. It doesn't slow the loss of progress, and is good for... well, carp mostly.
The treasure hunter bobber stops the loss of progress when you go after the treasure.

I would say go with the default bait, and the treasure hunter. Look for the bubbles in the water, hit rate speeds up a lot. Also if you choose the ocean, fish around the rock. You seem to get good hit rates, good quality fish, and it's rare to encounter the ocean's legendary on that side.
