Trap bobber is by far the best. Loosing a fish at a slower rate helps out everyone. When I am not trying to catch a difficult fish though, I focus more on catching more fish in a shorter period of time, so lures that decrease time between bites.
I would recommend the trap bobber personally to you. See how it works for you. As well as what's been said before. Practice catching the tougher fish. The more you interact with it. The easier it gets.
My advice is never hold down the button or let go to chase very fast movements. Instead move to their position in a controlled rise or fall by clicking faster or clicking slowly. When you hold the mouse, the bar goes up, and up, and up, it takes a long time to slow down because it has a lot of inertia, and it takes a long time to fall. Holding down the mouse button wastes time.
You might think that keeping the bar over the fish is most important - after all, that's how you fill your catch meter and meet the win condition of the minigame. However, that's not quite true. What is most important is the lose condition: losing all of your catch meter. As long as you don't lose all of your meter, you can still catch the fish. The most difficult fish will slip past your bar, and you will lose meter.
Losing meter is unavoidable. It is far better to lose part of your meter to move in a controlled way than to wildly chase after the fish, slip past it, and not be able to catch up in time. This is what makes the trap bobber the best option. Some people insist on the cork bobber, because it makes your bar bigger. It doesn't matter if your bar is bigger if you're not controlling the movement of your bar in a smart way. The trap bobber reduces the rate you lose meter by 66%, meaning the penalty for not having your bar on the fish is much lower. And you're going to not have your bar on the legendary fish a lot, so not being penalized as much is critical.
