As far as I'm aware, no. Just like if the first time you meet a villager is during a festival and you talk to them, it doesnt register as meeting them in the 'Introductions' quest.

I highly doubt it. The only reason why I say that is because when you talk to a villager during festivals, it doesn't show you how many hearts you have with them. However when you talk to them on the average day it does. So if the hearts aren't there I just assume it doesn't really contribute to the friendship points, so the hearts won't increase by talking during festivals.

Some festival events do give friendship points. Like the Luau when you add a food item in the pot. If the Mayor likes it, you gain friendship points with everyone.

Unless it's a general friendship point, as Dragonofhonor said, there's no friendship, or hearts, or any perk to speak to them on festival days.

There may or may not be a recorded mechanic of friendship, but you just know the poeple you don't talk to are convinced you're trying to snuff them as you walk away.

I was thinking about that. During festivals there's no hearts.....
