Later on there's a lead sinker you can get (only works with an Irridium rod, unfortunately) which eliminates bounce; but I've never used it because I simply don't let the bobber bounce in the first place.
Like anything, this technique takes practice; but it helps you get a feel for how far the bar will move with each click. The fishing minigame is about making small adjustments rather than wild swings -- in that regard, it's a lot like fishing IRL. You need a powerful cast (i.e. filling the cast bar), but after that it's about timing and precision rather than raw power.
