But if you're going from the Switch, to the Xbox, to the PS4 (or 5 if you can find one) or to the PC, then you're very likely to need a new license. There are probably exceptions, but most games, yeah, you gotta buy it again if you want it on another platform.
As a single example: Destiny 2 has cross-platform compatibility for Xbox, PlayStation, PC, Stadia. You can enable cross-save and play your existing account across any of those platforms, the base game and your account data carry across. But specific DLCs do not. If I own Witch Queen on the PC, I do NOT own Xbox, PlayStation, or Stadia version of that DLC.
