Why is the brand new cellar in such a bad state?

That's a good question, considering that it's a newly built cellar and costs more than both previous house upgrades combined.

On top of that, the water throughs on barns and stable are rusty

Obviously Robin just found some old plans that showed Grandpa had a cellar built years ago which was blocked off. All she did was rebuild the entryway in your house and then rip you off.

I think its because there was a hidden cellar in the house that was in even worse shape before Robin fixed it and even then she didnt do a good job, cellars are pretty damp and wood is not a good material for it because it will rot when its wet. It can also be this way because aesthetics, it has a rusty texture and maybe CA feels it looks better this way.

I put cheese presses and preservers over those holes in the floor almost immediately. I hadn't thought to try and change the wallpaper or flooring to see if the holes would go away.

Would have loved to pay extra for a cellar that had finished stone walls and nice floors like Sebastian's basement bedroom.

You can't paper the walls. I've tried. I didn't try replacing the floor, though I'm sure you can't.
