If you are thinking something weird, then you need to clean up your thoughts.
Sound resources aren't going to be free, and any developer is going to have areas they're weak on and use readily available free (or low cost) existing resources. Sound Effects may (or may not) fall into that category for CA.
Linus is supposed to be cutting bait and showing you how to do it. Animation would have been expensive and slow (CA would have had to hand draw the cells and probably felt it wasn't a good use of his time). The existing engine isn't well suited to showing something like that.
So instead, CA attempted to use this effect to convey the scene:

You can argue that it's not very successful and is open to too much unintended interpretation by the viewer, but do understand the limitations of both the medium and of the developer.
Don't care, it still sounds like something sloppy is going on and you can't tell me it's unintentional that they chose to not follow the view into Linus' tent. Wouldn't have been hard to at least give Linus a "foraging" animation where he's kneeling down doing some non-specific action with his hands, and have used that.

The point of the thread was to go "haha this cutscene was weird and possibly an innuendo." most commenters on YouTube say the same thing.
man... can't have a joke around here without someone barking at me about game development resources or how I'm apparently supposed to be offended.
Like, I really don't want to see a game like Stardew try to appeal to fans of racing games, platformers or shooters at all. Fans that enjoy games like Stardew would not like that if they tried to appeal to those types of players and fans of those other genres would also not like it for the farming mechanics the game is focused on if that's not what they enjoy, and besides, there's plenty of other games in those other genres if you want them.
See what I mean? Maybe not the best example of what I'm trying to say here, but basically, if you try to please everyone, you end up pleasing no-one.
Do you also go, "Ew, you're a sex weirdo!" when someone at works makes a pee-pee joke? Here, let's get you your bottle and tuck you in.
