I usually plant about 30-40 at a time, but I wonder if fertilizer actually hinders your crops quality?
Before I used fertilizer I would get 1-2 gold crops out of every 5 I planted and maybe 1 silver. Afterwards I used the Quality Retaining Fertilizer I get 0 gold stars and 1 silver out of every 30.

or, if you can afford it, quality fertilizer.
What is your farming level? Farming level also plays a role in the quality of your crops. The best way to get gold star crops is just to play the numbers game, plant and fertilize as much as you can and hope some of them come out gold star.
I'm farming level 8. I was getting them like crazy before.
I can afford it so I probably will use that. I really need those crops.
It sounds like you've had a bad streak with the RNG. Keep trying, it'll improve.
Go for proper fertilizer. If you have a large body of water near your house you can just place a bunch of crab pots and use the snails/crayfish as the 'fish' to make quality fertilizer. Place a chest near the crab pots so you can dump any junk they collect and make a few of those worm bins so you don't have to worry about running out of bait for the crab pots. When the seasons change over you'll be able to make a bunch of quality fertilizers at once.
