In common language, you'll often see the term "top-down", though some games (like the first Zelda game) would display the character in a side view despite the view otherwise being fully top-down.
Games like Stardew Valley are viewed from above, but at an angle; some people would say "angled top-down" or some such. Again, like in The Legend of Zelda, the character isn't viewed from above but instead fully from the side. It's bizarre, but it sort of works.
Edit: yes, "Bird's eye view" would also be correct. The term does not necessarily imply a full top-down perspective.
Quite possible. There are many, many different kinds of projections, and it's true that "oblique" often displays the side of an object in addition to the front and top, which I believe Stardew Valley does not do.
