do I have to have max hearts with every person for this? I already got the friendship achievements and they were a huge pain really dont want to have to do that again...

No, but you do need to get a lot of people to 7 to unlock cooking recipes.

It takes about a year to get all the recipes, two at max.

you don't get them all from the TV, some are given to you after finishing quests or achievements.
