About the picture its implied that Jas' parents died and Marnie adopted her.
For the secret note I also think it implies that this is when Jess arrived at Marnie's ranch. Although I personally like the thought that Jess is actually Marinie's and the Major's daughter. I do think she really looks like him (like her nose f.ex.). It also is implied by some events that Major&Marnie have a secret relationship going for quite some time and that he absolutely does not want this to go public. Therefor the info about Jess' parents could well be fake (kinda cruel though).
I see. So a godparent is more like a guardian or a custodian than a family elder. Thanks for clearing that up.
As for the note, I thought that was not a secret... But I probably forget learning that from the wiki so I thought the secret note was implying something else.
Haha, no I only thought about the ones in the note. I didn't connect all this with Mayor Lewis despite the secret relationship he had with Marnie. I think he and Marnie were together after Jas came.
