Apparently I never even had Runtime installed. Hold on, I'm going to follow this walkthrough to uninstall/reinstall everything.
EDIT: OK, after about two hours of trying to fix this, it's finally working. Apparently the last piece of the puzzle why Expanded and a few others features weren't working is due to the latest update borking TMXLoader and PYKToolkit, which prevented Stardew Valley Expanded from even loading, so I had to d/l the "unofficial" versions of those files. Game took awhile on the Loading... screen before my saves showed up, and the console took a minute or two to load the game itself, but most everything is working. Thanks, I can take it from here.
