When do I get into the town hall?

You went to the wrong place. You need to enter the town itself (I think from the west) during that time.

Are you past Spring 5th yet? It will only trigger after the 5th day of Spring. :)

On my first game, this cutscene was glitched and would not trigger no matter what. After a restart, the cutscene triggered like it was supposed to.

For the people who've played entire seasons and haven't see this scene, then your game is glitched.

That's it. I started a new game and I was only on Spring the 4th when I tried to get in.
